STREAM intends to disseminate knowledge about effective practice, how its implementation can be directed and how results can be identified. An evaluation toolkit along with reccomendations to assist services indentifying factors to achieve results will enhance effectiveness of interventions and build more efficient correctional services. This will support organizations in evaluating outcomes including the effects of human and social capital and measure frequency of reoffending. The guidance and reccomendations aim to facilitate sharing of research and effective practice whilst remaining sufficiently flexible to accommodate diverse populations, culture and context across EU criminal justice.
The two day event was dedicated to share the knowledge and experience produced during the biannual EU project which features a strong partnerships among the National Offender Management Service NOMS (UK) the University of Sheffield and the De Montfort University Leicester (both from the UK) the Association of Schools of Social Work in Romania along with the Romanian National Probation Directorate, the Confederation of European Probation and the civil society partners San Patrignano in Italy and Ubique Partnerships in UK. The Maltese partners (the Department of Probation and Parole under the Ministry for Home Affairs and National Security and the Foundation for Social Welfare Services) played a great role in organizing the final conference in Malta and in promoting the outcomes of the project.
At the conference, San Patrignano presented the pilot work undertaken by the community on the European Guidelines on evaluation, collecting important evidence of the alternative measures to prison incarceration undertaken in the community and the results of the evaluation research on how the rehabilitation program is able to increase social reintegration and reduce recidivism in ex-offenders.
